What does "made parley" mean? invoked parley? or thought up the concept of parley? Because no pirate invented it...it's from long before their period...middle-ages France in fact...perhaps even back to Roman times. Also, the question appears to equate parley with the pirates' code. Parley is a component of the code, not the entire code itself. they are two different things. The question is impossible to answer in it's current form.
