The file d3dx9_37.dll is from the March 2008 version of DirectX, install this and it will work i just got it working on my own computer. The new version of DirectX for August didnt fix the problem for me. This file was ONLY distributed in the old version of DirectX. Each version of DirectX changes file names so you can have more then one version installed. I was running DirectX10 (Vista) and have downgraded to 9.24.1400.
