Chitty likes it maxed out at 33 since I guess his reflexes prefer small wheel movements. The controller wheel sensitivity and steering lock, The higher the wheel sensitivity the lower the steering lock will be to get to the same end point, and vice versa. It is recommended to set the controller wheel sensitivity between 1-5%, then make the final adjustment with the steering lock.
