refresh my memory (since I am not in front of the game) steering lock controls the sensitivity of the steering?

short answer, yes.

Chitty likes it maxed out at 33 since I guess his reflexes prefer small wheel movements. (remember, he is a robot)

Being a monkey, I tend make larger swings of the wheel, so I set it between 18 - 25, depending on the track

Little info on the steering lock, There are two setting that do the same thing. The controller wheel sensitivity and steering lock, The higher the wheel sensitivity the lower the steering lock will be to get to the same end point, and vice versa. It is recommended to set the controller wheel sensitivity between 1-5%, then make the final adjustment with the steering lock.
Good Luck
