In league races is it even possible to turn some of those off?  I thought the minimum for some of those was low.

It is always possible to turn them off.

Depending on the server, it may not be possible to turn them ON.

Newb question, but how does braking bias affect car handling?

if it's too far either front or back you'll experience locking of those wheels when braking.

if the front locks, you may lose steering ability entering a turn (=bad)

if the rear locks the car may try to pull a wicked 180 (= bad)

When setting it, the front % is always specified first and you generally want the bias towards the front..

 ... 60/40 is pretty far to the front but higher values are not entirely unheard of.
 ... 50/50 is fairly far to the back, i guess if your front brakes were excessivly hot or worn you might do this to conserve the car a bit.

At magny cours (Track of the Week) I found 57/43 worked well for me.
