Nah, I was definitely keeping tabs on the situation cause I was seriously considering it. Once I saw that they were being backed up with funding.... then Hurley possibly throwing in with Campos, NOW possibly throwing in with StefanGP....  making that trip to Charlotte didn't seem as appealing. Too much too soon, Ken and Windsor forgot they were in the Rip Van Winkle state, we don't get things done quickly here. lol

Not a complete car, no, that's one of the things that was causing so many rumor s for so long.

Although I have seen photos of wind tunnel models and what looked like a full scale tub / monocoque .
