PM sent, OK I figured out your PCI-e issue. Look on ASUS's website your board only supports

2 x PCIe 2.0 x16 (single @ x8; dual @ x8/x8 mode)

So it is correct, running a single card @ x8. It is very misleading by saying x16, not a true 16 only a split 16.

but sisoft sandra and cpuz both state max bandwidth is x16 but its set to x8

even the mobo shows PCIe_1_x16 and PCIe_2_x16. I knew that it would only run sli in 8x8 but thought it would run x16 single.....oh well, i dont think there is much difference

So the computer is unstable with the memory timings set manually. After checking Asus's recommended power supply calculator it seems that I passed up my 500watt psu after installing the 3 hdd raid0, 3 extra fans, and 2 additional ram sticks. I will be getting a new power supply this weekend.

I dont know how in the world we both missed this

Dimm 1 and Dimm 2 match Dimm 3 and Dimm 4 match. WRONG ANSWER

It suppose to be Dimm 1 and Dimm 3 match and Dimm 2 and Dimm 4 match.

I put the pairs in the wrong slots.
